They're all over the place - on gravel, grass, and flower beds. There must be an easier way than just scooping them up with gardening gloves. Some of them are wet and embedded. Is there a hoover (rather than blower)?

Yes, some blowers will vacuum as well. The leaves are blown into a bag attachment. I use leaves in my vegetable garden for mulch. Just till them into the soil. I also use them for weed control. Spread them over the dirt around the garden plants, they keep weeds from sprouting...

All you have to do to "till" is just turn them into the soil like when you dig up your flower bed or garden to plant leave the leaves on the ground and turn then ground over... Good Luck

You don't need to get rid of them in the garden, till them in.
They are great for the soil and the plants as well.
The same applies to the flower beds, it will keep the weeds
from growing and keeps the soil around the flowers moist,
even after you water them.

this is where a leaf rake kicks in, learn to run one and you can rake anyplace without causing damage. The best one I ever had was a Sears Craftsman, grey in color and about 15 dollars, ah, but good forever, when the handle breaks you just go get a new one. It has broader tines on it and doesn't get leaves stuck in it all the time.

Work them in your soil, as you prepare your soil for planting, will not hurt anything.

use a rake. a hoover will suck up other stuff as well
