From my perspective it is illegal in most US jurisdictions for women to expose their breasts and nipples because people simply want to maintain the differences between the genders. At worst I assume it allows men some sense of control while keeping women ashamed of a body part both genders share.
Of course, men do not have functioning mamory glands but those glands are never exposed. Men do have breasts and do have nipples. They are allowed to expose them pretty much anywhere in public. Women have the same skin features but that skin simply covers the difference undreneath. Whether with a baggy swaetshirt of nothing at all the stuff underneath the skin is just as hidden.
What I want to understand is why some people feel the same flesh should be covered based simply upon gender. What about laws that require women's nipples covered but not men's?

Really surprisingly intelligent reasons. I especially like the "keeping it special" ideas. I can respect that.
In response to most posts I will add this: What if it were the norm? What if no one gave any more or less consideration to a topless man than a topless woman? What if it wasn't considered a social taboo and it wouldn't have to be explained to children any more than any man not wearing anything over his chest?

Yes I have a good feeling that women should not be allowed to out topless in public because :
1)breast,nipple,back part of women'bodies and also their hair
are privy parts that should be covered by clothes as instructed by Allah the only one God as stated in the Qur'an surah 7 Al Araaaf verse 26,surah 24 An Nuur verse 31 and surah 33 Al Ahzab verse 59.
2)topless will invite bad and cruel men to grasp women's breast,because they are tempted by satans
3)topless will make women catching a cold because in public areas there are much winds
4)topless will be unrespected by religious men
5)topless will danger women safety.

I researched about that so what I found is this.
Breasts are misconcepted to be sexual organs. This is because some men find exposed breasts arousing. Also, exposure is not allowed by some religions.
This is my opinion:
If there was a place where all men respected women deeply, exposure of breasts would be fine, I think.
So I think what makes it not allowed is some people. Exposure of the nipples of a woman can be allowed IF people don't find it uncomfortable.
I really like your question. It's the type that makes me think.

Thankfully, that attitude is changing, although slowly. Here in NY it's legal for a girl to be topless anyplace a guy can be. The result is that while none of us expect to go strolling into 7-11 anytime soon (althought that would be great and, legally, we can) there are more girls starting to go topless on what would be considered regular (non-nude) beaches.
I go to the nude beach so toplessness isn't an issue for me, but as our society becomes more accustomed to seeing bare boobs in ordinary situations, the prohibition against us being topless in public will erode even further.
And, of course, we know where it's appropriate to be topless and where it's not, just like most guys do. And most girls will act accordingly.
Two summers ago I played in a game of "shirts vs. skins" basketball with a number of friends from school, both guys and girls. It was in a local park and, probably just because i knew that I had the right to do so, I took of my shirt and played on the "skins" team...the only girl to do so at first. It was a completely wonderful and fun feeling, and except for some nasty looks that older women passing by gave me, it was really a great experience. (I'm a 34C so it's not like I have these huge boobs flopping around, but you could definitely tell that Im a healthy young female!).
At the end of the game another girl who was playing took off her top and we all just hung around sweating and drinking water after a fast pick-up game...totally natural for everyone, with absolutely nothing immodest or vulgar or sexual about it. The fact that there were two girls without shirts and two girls with shirts mingling with some guys with shirts on or off really didn't seem to make much of a difference to any of us.
Let's hope that things like this become the norm, as long as we all remember that there are appropriate places to be topless and/or naked and it is in these places only that we should take advantage of the right to bare our boobs.
Finally, there's a photographer by the name of Jordan Matter who has compiled tons of pictures of girls engaging in everyday activities in New York while topless. He has a website, so go to it and work your way to the nude pictures section. They're all tastefully done, not staged, and will be made into a book shortly. They give a great visual testament to how bare boobs in everyday life are really not that big of a deal.

I have no problem with women going topless in public. But I think they should be considerate of others and especially children. Still, it's no different than men showing their chests. The only taboo is traditional culture.
I say feel free to go topless. I won't complain. But it might gross me out in the same way that low riding paints do when the crack spills over. :-)

Because everyone's IQ would drop to about a 6. We've been conditioned to think breasts on a woman are a sexual component. Honestly, we're mammals; they're for child rearing. That's it. But Madison Avenue has other ideas. We revere and revile our bodies- I think the male and female forms are equally attractive but parts like the breasts and the phallus are somehow obscene. A little bit of maturity on everyone's part would clean a lot of things up. I just don't see it happening anytime soon.

There isn't any good reason for it, besides the fact that people seem to get upset whenever you breach societal norms. We don't want to stir things up, because that makes unimaginative people upset when you change things on them all of a sudden. Personally, I think it's just as reasonable for everyone to go around naked as it is for everyone to cover up. Unless it's cold.

why do i feel like my mom just yelled at me? Actually the reason women dont go topless is because as a culture we have sexualized womens breasts, and have not done the same to males..its become our cultural collective consciousness to do so, and a long history for a background,...to undo that history would take a many many years and/or decades to erase or change~

i dont feel ashamed because i have to hide my breasts.. in fact i think it makes the time when someone (my bf) sees them more special..
i mean at one point on a female the ankle used to be considered a private part.. now.. its meaningless..
i think the more covered.. the sweeter is it when revealed.
this is just my opinion though....

It is due to the sexualisation of women's bodies.
Legs are now shapely, hips slim, breasts large and skin clear and tanned, or glowing.
An ordinary woman nowadays is made to feel not terribly attractive. I have 2 good legs, they walk.Hips wide enough to accommodate the 3 children I have birthed, and skin which stays covering my flesh and bones to hold me together and keep me functioning. Of course, I also have 2 excellent breasts which fed all my children for decent lengths of time!!!!!.
I am sure because men see our breasts as a sex organ, not mammary glands, we will forever need to keep them under wraps.

The first poster said it best.
I am in no way ashamed of my breasts. I would never go topless unless at a nude beach because of the harassment and ogling that would happen. The female breasts are considered highly sexual like the first poster said. So bearing your breasts in public here would be almost like showing your genitalia in public.
