Ground effects and slick tyres where band to reduce the speeds of the cars. And it worked for a couple of years. What they don't understand is that when the FIA introduce new rules to slow the cars down, the teams test and develop in other directions to get the speed back. For instance, 2004 was the last year of tyre changes. The 2005 season saw a slight reduction in times, because of the no tyre change rule, and then the introduction of the 2 race engine rule. By 2006 because of the development of the tyres alone, they were back to the 2004 times. Mind you they are using a V-8 engine down atleast 200 hp, from 2004. The engines also have to last two races. This is all from development and the tyre war too.

because of senna's death, it was stated last year that if they put slicks back on the car it would take 1.5 secs from the lap times, after senna died they wanted to reduce cornering speeds and grooved tires was the result, along with tire tethers, same goes with the ground effects, and as it was stated previously they are faster now than the wher when senna died

To slow the cars down. More grip with slicks, they have also switched to V-8s for more cost effective reasons.

flat floors where mandatory since 1983 and last year with slick tires was 1997. And the cornering speed is now faster than ever.
