Freedom of expression, the power to vote, freedom of worship, and freedom of the press. All of these values should force a government to become more accountable to its people, regardless of what nation they represent.

Mythology (superstition - using information "standing over" from the past) exists as a state of tension between hierarchy (rule by priests) and anarchy. The anarchists don't feel able to express their anger, when they feel it, in their gender politics, family lives etc. The hierarchy comments on these issues in such a way as to position people for "right spiritual action" in this world or the next. Then there is Jesus. He is the ruler of the kings, according to Revelation 1:5. Whether this includes other politicians, I don't know. Basically, politicians in a state that has a separately-run church system are looking after the infrastructure so as to preserve peace. They are not in charge of people's beliefs. Theodore Roosevelt was of the opinion that citizens are also accountable.
Jesus preached love and subjection to governmental authorities. They are not accountable to anybody but him.
According to mythology, which runs concurrently in the same world we live in, the values are that the sick who are politically useful are exonerated (even though they might have gotten sick because they abused fellow humans) and that the healthy have probably been lazy and that's how they got that way. This is a fairly extreme rendition of it. I believe that if democracy is agreeing to live together in a state of society as a social contract, retaining the idea of rights, and pooling decisions about duties, restriction of liberty and power, then the easiest way to avoid losing your rights (literally, the use of your right arm to catalepsy?) is to avoid hypnotising yourself over your alleged inability to participate. Give something to a poor person today and you will understand (perhaps) the challenges that face government.

Democracy.
The people made them 'boss' because the ARE accountable. It is inherent to the system. At least..that is how it should work.
