this is my favorite question actually lol!
okie dokie.. follow my instruction...
FIRST! - register your free webhosting at http://www.sitesled.com/ - NO BANNER ADS.. NO ADS AT ALL... WORKS LIKE CHARM!
SECOND! - to make it cooooler register your free CO.NR domain name at http://www.nadzrulsystem.com scroll to the bottom of the page and click on the link "Register your free CO.NR domain name"
(so your website url would be http://www.yoursite.co.nr instead of http://yoursite.sitesled.com which is uhrmm..)
3. It is recommended to use a free FTP client for uploading files to your website.. just go to www.nadzrulsystem.com and search for "free FTP client softwares"
-and i hope you will have a great time developing your free website.. and this website you just developed is (PPC compatible) you can use your website to make profits.. as long as its not against the law.

Host it on your Personnal PC ! :) There is no easier way than that Plus There is no company gives a host or a domain for free .... either than that you mean a blog not a website :D first of all you need a domain and you have to pay for it or get a server and have the domain forever :D not for a limited time ...
P.S. if it's blog what you mean then there is many companies gives you a subdomain for free and a free web-builder then there you will go :D but it will become useless Sooner or Later...!
- And here is a good website for Professionals www.prokmu.com well you will have to pay for the FTP and Host but they will pay you back "Guaranteed" :D
In Short : you will just pay for the domain Name 7$ - 22$ USD a year :D

There are a lot of free web hostings out there.
You can try them out. But for sure you wont get a domain like .com or something. and your page might have banners and popups.
Know first what kind of page you would like to build, html, asp,aspx,jsp and many other and find free web hostings that support them :)
