Write a TSR program that changes the background color of the screen?

Write a TSR program that changes the background color of the screen to red whenever ‘Ctrl’ is pressed and white whenever ‘Left Shift’ is pressed. It should not modify the text displayed on the screen

Not sure what you are asking here. It looks like a paper question asking you to do exactly what is says. What language would you be using? Assembler? C++? Pascal?
