The US government. It provided them with an excuse to invade the middle east and to assert control over the rich oil resources there. It's also been a perfect excuse to drive up oil prices. Many people in government and their close friends and associates have benefited financially to a huge degree because of the "oil crisis"

For a time, it created patriotism in Americans, which made an easier atmosphere where many citizens of the US were in favor of war.

Now that many people, a majority of people, are against the war, it's an excuse to continue the "search for terrorists" while the US fights for control of oil filled land under that premise of protecting the country from terrorism. Also, a platform/starting point for the US to launch further invasions in that region of the world.

It's been a great money-maker for the US government and especially for the top dogs at the big oil companies -- many of whom have close ties (or family ties) to politicians.
