Could anyone tell what is the difference between partial bond character and multiple bond character. examples would better illustrate. answers will be appreciated.

I have not heard of partial bond character but can answer for multiple bond

Usually in covalent bonding two atoms share One pair of electron example CH4 each carbon shares two electrons with one oxygen

sometimes for atoms having a valence higher or equal to 2
2 atoms share TWO Or Three pairs of electrons this is the case in Allene's component of carbon and hydrogen like
H2CCH2 in this case bonds between the two carbons is a double bound since the carbons share two pairs of electrons
