I found out that when they had two of their children in the early 80's, the obtained two additional birth certificates with the mothers last name for the children. The two birth certificates weren't counterfeit, the were obtained by lying on a separate birth certificate application. Anyways, the mother then obtained two social security numbers for these names and applied for welfare, medicare, and food stamps. All the while, her and husband worked two full time jobs. They received all of these benefits until the two children reached 18. This totally sickens me, especially when there people who really need these services, but don't get them.
Who can I contact in order to get an investigation started on the parties involved?

Call whatever agency they are getting welfare from. Probably a state program.

Also call the Social Security Administration, or you local FBI.

What worries me the most about this is the birth certificates!!! Those are EXTREMELY valuable. I feel I almost shouldn't post this because it's so bad, but they could sell the identities linked to those certificates for a lot of cash. They could be used to get US passports, basically giving US citizenship to someone not entitled! It'd most likely be someone who just wanted to immigrate, but it could also be a clever way to get passports for terrorists!

Make sure to tell that to the FBI when you call!

What they did were felonies. Contact your local FBI office (probably in the phone book) and tell them the situation, as well as both sets of names for the people. You SHOULD do this because if they sell those identities, they could possibly end up in the hands of terrorists or dangerous criminals. Ask the FBI if you need to contact the Social Services Department, or if they will do it for you (they prob will). You're a good person for wanting to do this. People like this who leach off the country need to be stopped, and hopefully they are either thrown in jail or made to pay every cent back.

Dept of Social Services in your state would love to hear about your story. They are always looking ways to cut their budgets since the feds have reduced their share of budget allocations towards welfare programs. Fraud is something that hurts other poor, who deservingly need helping hands. The people you know who have committed fraud has just shafted other children who need 3-square meals a day. Turn 'em in.

Get a hobby. Or how-about you go on a crusade for something that will actually benefit more than a few kids whom you aren't even sure didn't get something to eat.

The system deserves to be leached off of because leaches themselves are running it.
