No, not true at all. The "lottery scam" is very, very common.

You cannot win a lottery unless you have paid to enter it. Otherwise, where could the prize fund have come from?

Delete the e-mail and move on :)

its a scam you can visit the British lottery they have this 491 scam that can guide you through the process of reporting this
