They deny it, but it exists. They don't call it a quota - there's some other term for it, but despite the semantics, it's definitely a quota.

I see it this way. From those I've known and was never ticketed by, and the few I've encountered hoping to ticket me, they just
love their job so much, they can't help but want to compete
and see who needs a new citation book the fastest. A warning,
then later, a mechanical ticket from another, both showed they
were out to get me out of concern in a most professional way.
Take your due ticket and give a Commendation to a good cop.
They would be out for offenders, not quotas, if any, & certainly
Do Not work commission like car salesmen.

not an official quota but they are suggested to concentrate on speeders, or illegal parkers, or drunk drivers they are not called quotas, they call them sweeps.
