how to approach a technical issue.?

In an interview , i was asked - how to approach a technical issue.?

Some one let me know what is the best answer.. i asked same question before but i had not completed question - by mistake

I try and break it down to smaller sections until I can find the problem. There are 3 sections I use. The first is input, do I have the correct input and all the inputs necessary. Second, is conversation, are all the inputs being converted into what they are supposed to be? Third, is output. Do I have the correct output that I seek?
