Any bill passed by the legislature after the assent of the President of India or Governor as the case may be becomes the Act. The rules annexed with the Act are enacted for the proper implementation of the Act by the executives. The courts interpret the various provisions of the Act & the Rules annexed to it, thus making it the law of the country.

a rule is something which is compalsary to follow.

Rules can be broken, such as no parking, acts has to be followed.
