He's not coming back until the All-Star break and I don't just want to dump him and risk trying to get him back. Other players are listed DL why not him?!?

Official Roster Decisions don't need to be made until Sunday. So essentially they want to see how everything shakes out with the rest of the roster by then and then they'll probably put him on a retroactive 60-day DL stint based on how he is coming along.

It'll suck for fantasy purposes, but to keep Pedro, it's probably worth it.

Because for some reason, the mets havent yet placed him on the DL this year...
