what i do is put smoke dectors in every room just in case

Set up smoke alarms above the stove. Make your sim people study on cooking before having them cook anything too difficult. Stick with chef salads and sandwiches until they have three bars of cooking. Once they get advanced enough, they will only burn the food, not set the whole house on fire. Hope this helps!

You need at least 2 bars in your cooking skills, I never let my Sims cook without the minimum and on top of smoke alarm there is a water thingy (dont know what it is called in English) you put it on top of your cook top (with the smoke alarm) so water will extinguish the fire quicker. you can find it in misc objects. I put one and a smoke alarm everywhere you think a fire can start like fireplaces & bbq. I dont think you can totally avoid fires but there is probably a hack to stop it, you could search MTS2

Read a book about cooking from the bookshelve, you won't set the kitchen on fire when you have that skill leveled up. Also put a smoke detector above your oven. voila!

I think you must put a smoke detector on your kitchen or any other place that fire can start. So in that case the detector will give a signal to fire station that there is a fire in your place
