I am moving into a new place. The bathroom has a regular light and a heating light. The light switch for the heating light was stuck, so I asked to have that fixed. Then I replaced the light bulb but it still did not work. The manager tried to make it work but each time both light switches were turned on they tripped the circuit breaker. Tonight I was there and by mistake switched on both light switches - it made a BZZZZ sound and all electricity was off for the entire apartment. None of the circuit breakers were tripped. I reset all of them, but the electricity didn't come on again. And the next question - how do you fix a circuit breaker (replace a fuse?).

If the circuit breaker did not trip and still you have the power off means there is something seriously wrong somewhere. First, isolate the bathroom, and then try the switches. If everything is alright, the bathroom is the problem maker.
Get the bathroom rewired and / or change the fittings and your problem will get over. You do not need fix the circuit breaker and need to check whether these are working. If once a circuit breaker is fused(bad) buy a new one and throw the old one down the drain.

You have a dead short in the light switch or the wiring behind it. Sounds like the wire burnt in half instead of tripping the breaker. And for your second question, you can't "repair" a circuit breaker, only replace it.

The buzz sound was a short in the AC line. Somehow your switch installation was reversed, and when you turn the switch on, you are shorting hot to neutral, and blowing your breaker or fuses.
If your circuit breaker is busted, you have to buy a new one. UL insists that they be molded shut, so that you can't repair them.

check the main breaker. also check outside where the meter is, there may be a service disconnect there that has tripped. Get the "manager" to call an electrician, you have a short somewhere.
