A: Textile production.

To accomplish this, more machines had to be built, in turn requiring more steel production. This lead to increase in coal utilisation, with the result of better railroads to transport the coal.

So, looking at this, it could be any one or all of the above, but strategically and historically, it was A.

I believe it began with textile production in Britian.
Coal mining did start earlier (1748) but was used to provide a heat source not an industrial boom.
