I would say, It depends on how much you look like the locals. If you fit the look, then most people wont hassle you as much, beggars, hawkers, the and tons of skeevy perverts that come to goa just to leech at women..especially the foriegn ones that may dare to wear a swimming suit or bikini. If it looks like you were or possibly born and grew up in India, youll have a better time, You wont have as many stares, or draw as much attention. Sorry hun. Thats the truth. BUT I suppose, that since Goa has a reputation for attracting foriengers, out of alot of Indian cities, you would be relatively safe. Just be extra cautious, especially if you are travelling alone, and not with a group of women.

Ofcourse woman travellers are safe in Goa.
you will find that out if you do go to Goa and see the number of European single lady travellers. However it would always be advisable for you to go around in a group. Also avoid going alone for a walk on the beach past midnight.
Most of the beaches are too full of tourists at all hours for anyone to harrass you without someone intervening.
Ofcourse if you do have any trouble just cotact any of the locals around, they are usually very helpful, you could also contact the tourist police who are all around.
