Basically you have 2 options. To download the zip file or the MSI installer.
Since you are a beginner, you should download the MSI Installer. You can find the MSI installer from here:

Technically you can press NEXT all the time! It is a friendly installer. Just be careful where it asks you for password and it should let you enter a password or leave it blank as anonymous. Just a couple of days I had the idea of learning php & mysql, and I found difficult to setup a my local space, but there are easy-to-install (and free) solutions out there that setup almost everything for you, as if it was just one application. I choose xampp and I had no problems with it, but there are others. You can download xampp from www.apachefriends.org, but I recommend you to check out at www.hotscripts.com for more options.

Go to http://sourceforge.net and search for a WAMP package.
That is a Windows, Apache, MySql and PHP install all pre-configured for you.
