Well duh, they thought chuck norris was going to do it but he had a sore throat. jack bauer was supposed to cover for him but he didnt get the memo until it was too late.

Because Jack Bauer works for CTU Los Angeles. It was supposed to be the job of CTU New York. As a matter of fact, CTU: LA, due to the efforts Jack Bauer and Tony Almeida, already obtained information regarding the planned hijacking and the plan to crash it on WTC approximately 5 hours before. However, CTU New York took their chances not to sequester and isolate WTC before the break of dawn to prevent workers to enter the building, for they do not want to start a mass panic and they can't believe CTU LA's reports as something substantial. As a result, the historic catastrophe happened. CTU: NY was dissolved and Homeland took over due to their incompetence.
Another thing, CTU NY never notified the White House regarding this matter. I don't know whether it was blocked by the chiefs-of-staff of the White House that they kept it from the President's knowledge, it wasn't specified. It's a mystery! However as the towers fell, then there was nothing to hide anymore was it. So that's the only time the president came to know of the news while he was visiting a school. CIA, FBI, they all made a big mistake. Even Jack Bauer was furious because they didn't take into consideration CTU LA's findings.
...If only Jack Bauer and the rest of CTU Los Angeles forced the issue and overruled CTU NY, whether it means breaking a hell of a lot of nonsense protocols and red tape...
Maybe the impending catastrophe was indeed averted, or at least the damages and casualties, greatly minimized.

he is great and he is my hero - he never has to eat, sleep, shower or use the toilet. But even when saving the workd he needs help - he would be lost without Chloe.
