SQL exception-Insufficient system memory to run this query?

We have Jrun4 server, with above sometimes" socket exception" come. this system is accessed by @only 30 users but it's always slow down & we have to restart it again & again.
Please give me solution . Is It's hardware issue?

upgrade the memory in the server..
and stop unwanted services in the server.
