Me and pops and Dez was working out on our ranch, when our neighbour drove past our shared fence in his truck. we waved to him but he didnt even look at as he just kept driving past slowly. out here you don't see many people so most people would pull up and have a talk. He is usually quite friendly and has a yarn with us most of the time. Dez reckons he didnt pull over because he wasn't wearing any pants.

Maybe he wasnt wearing pants for a reason and was gratifying himself while looking at you.

Peculiar attitude like that can be expected sometimes. It is obvious that your neighbour is focused on something and he is just in a hurry to get over there or to have it done. Just excuse him for that and keep up your friendship with him the next time you meet him.

As already suggested your neighnour may be having something on his mind ,trivial or serious,is any one's guess.Don't go by just this one incident , if it happens again then you can try clearing the air with small talk & then move on to finding out the real pronlem if you think there is one that needs to be sorted out.

Maybe he was distracted, maybe he had something important going on at home, maybe he REALLY had to use the bathroom, maybe he was daydreaming and didn't notice you.
There are alot of reasons he might not have stopped, don't assume.
