What does this mean "Each sentence you say should end in a downward inflection" ? Downword inflection?

It means dropping the tone of your voice. When you ask a question, your voice rises at the end. When you make a firm declaration, your voices goes down at the end. If you have a rising inflection at the end of a sentence, it sounds like a question, as if you need an answer or approval before you go on; sometimes people do this as if to make sure the other person is still listening, before they continue. If you use a downward inflection, it sounds confident. It sounds like you know what you are saying, and you know that the other person is paying attention.

I find this hard to explain in writing, but it basically means that a when you are speaking, the end of the sentence is spoken differently than the beginning of the sentence. In a way, it is "quieter."
