This isn't free but it is very very cheap.

Oreilly has in my opinion the largest selection of really quality books. You pay 20 bucks a month and get to "check out" up to 10 books at a time....titles that would typically for 60.00+ at the bookstore.

I love this website.
When i first discovered it i thought i had stumbled onto some golden secret... The romance has worn off - but this website took a huge bite out of my annual amazon spending habits.

If you want really really free, i suggest newsgroups or bittorrent sites, you dont have the selection or quality of the first option - and its usually pdfs - but that's something to think about.
