You probably will not be happy because there are most likely going to be little children running around and they will probably run or step on your flowers.probably not a good idea.

Depends on how much you garden and why I suppose. If you could be content with a couple containers of flowers on a balcony, and perhaps a tomato or pepper plant in a container, then that would work.
On the other hand, if you love lots of flowers and grow veggies and herbs for food, that certainly won't be enough room to fully enjoy your hobby.
I guess it all comes down to what your priorities are. I have a 12x18 veggie garden and a 4x8 herb garden, a water garden and a butterfly garden and I still have more I'd like to do!

you can always plant a garden in pots. it looks good and fun.
