For the make-up: Skip it. At least don't bother with blush, foundation, and powder. If you fear shine and you must use a very light dusting of corn powder with a brush. Dip it in the powder then tap it off. Enough will remain on the brush to control shine.
If you still feel a need to wear eye and lip make-up wash only your lips and eyes being very careful to keep the clenser away from the rest of your face.
For the rest of your face: wash it once, maybe twice, a week. The rest of the week just rince it with warm, but not hot, water.
It sounds counter-intuitive, I know. The pores on your face are actually pretty good at self-cleansing. They release oils which clean out the pores and moisturize your skin. When you wash regularly, even with moisturizing cleansers, you remove your skin's natural ability to take care of itself. If you do it twice a day you are ********* it bare. This will both make your skin dryer and increase oil production as well as increse your vulnerability to infections (acne).
For the first week you may see an increse in acne while your skin adjusts. Don't fight it. Don't pick at it. Once your skin gets used to its natural condition it should balance out.
The same may well apply to your hair. If you wash it every day (or more) you are ********* its natural defenses. In response your pores produce more oil to make up for the loss. In any event washing your hair everyday dries out the hair, no matter how oily, making it more vulnerable to split ends and breakage.

use pressed powder/foundation w/ moisturisers and facial cleanser w/ moisturisers. a shower gel can ba a substitute for lotion w./c is so sticky. try getting a hair spa cause you might have dandruff or use an anti-dandruff shampoo. don't condition your hair all the time, at least twice a week. don't put conditioner on hair near the scalp just at the tips or better yet just use a leave-on conditioner so that it's easier to apply on the hair by just brushing w/ a comb.

Then just lie in it and let your mind wander while the wholesome foam works wonders on your dry skin.
Warnings
Never use hot water when cleansing dry skin.
Don't use a washcloth because a rough texture can irritate.
