I've seen this before. It's because you drive in there sober (lol) and the police wait until you get away from the bar before they bust you, if you can't drive anymore. Plain English. Enough said or asked.
Edit: I read some of the answers and now I'm laughing. I'd say designated driver or cab but I'd have to write a book on that one. Been around.

That's an easy question : if you go to a bar with a group of people, and beforehand you all decide on who will NOT drink alcohol that night, then THAT person can drive you all to the bar, and park the car on the parking lot. (I'm allergic to alcohol, so for me, going to a bar with a parking lot, is the best option. Besides, going to a bar doesn't mean you have to get drunk, or even drink alcohol, to be able to have fun!)

I've slept in my car in those parking lots, many times.
I always keep a pillow and blanket behind the seat!

The establishment (bar) doesn't want you to leave, this is how they keep customers. lol
You can't go home, you can never go home, you have to stay here and spend money. Or you can go home but you just have to walk, or I mean stumble.

You cant drink and drive because you may hit a bump and spill it!!
It has nothing to do with being drunk.
The cops are just looking out for our interest

Some people go in groups and 1 or 2 of those people are "designated drivers".
