Uh.. I can't remember anything about powering-up unless the arcade version is different to PS2. But if you mean like.. power moves.. Try pressing back and the two punches simultaneously.

U press all da buttonz at da same time.

you have to press all of the hit buttons (X, circle, square, and triangle)... generally works with Law.
