I think it closed down... There used to be one along Mohd Sultan rd but that was many years ago. Now, I dun hear news of any oxygen bars but maybe, just maybe it is hiding somewhere and I dun know about it?

While oxygen is not a flammable gas, it does support the burning of other substances. My guess is you need a licence from the NEA - National Environment Agency.
