I have to do a debate in class and i'm con, any help??

It depends what city you lived in during this period of time. I think that the eastern cities and their governments were pretty stable, especially the northeastern ones. But the further west you moved I think you would have found things to be of a less civilized nature. You know, more like Dodge City where everyone had a six-shooter strapped to their sides.

That's a such a vague and general question. What city, where? It probably depends where and who is in the leadership for sure. They probably had their mixture of glad handing politicians back then as we do now. Some city leaders do really want to plan well and make their cities beautiful by planning for parks, proper infrastructure and industrial parks. I'm sure the councils all debate and vote on decisions just like now. Back then they had to deal with the stench of horse travel and the pollution and disease it caused. I think with the advent of sewers and proper waterworks it improved the situation for most people.

No, they were mostly run by political machines built by immigrants to help them fit in.
