Yes moisturiser can be worn under any makeup. I just wait until it is fully absorbed until I apply my makeup- I have done this for both liquid/ powder makeups. As long as you are using products suited to your skin type then it should be fine, but if you use a moisturiser that is extra rich for your skin and then put makeup over the top it might not apply as smoothly.

yes, and it should be. this works easier with liquid foundation, but should be used when using powder, too. just put the moisturiser on well before you apply the powder. this way it has time to sink in and wont make your powder look cakey.

yes you can. besides using mositurizer you can use a primer before you apply powder or foundation. what the primer does it sets your makeup after you apply it it makes your skin smoother and helps your makeup last longer than if you didn't use any. another name for it is under makeup lotion. you can go to the department store and talk to a makeup consultant to see which one is best for your skin type. Always moisturize, wether you are wearing makeup or not. Its very important for your skin, also it does help when applying makeup, it makes it go on smooth.
