Look in the Video Card section at this website:
http://www.tomshardware.com
You'll see a recent buyer's guide from a few months ago that lists the best in each category (there's one for cards under $100).

I wouldn't want to try to play HL2 with anything less than an X1600 Pro: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=2010380048%201069609641%20106790809%201067918889&name=Radeon%20X1600PRO , although you'd get alot more for your money with a 7600GS: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=2010380048%201069609641%20106790717%201067920619&name=GeForce%207600GS and even more with a 7600GT: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=2010380048%201069609641%20106790717%201067920131&name=GeForce%207600GT
