when your quoting words in a sentence, what comes first? the close quatation or the period?

so for example,

1. Before the break, she signed up for the "Big Brother, Big Sister Volunteer Program".

2. Before the break, she signed up for the "Big Brother, Big Sister Volunteer Program."

which sentence is right??
you see, in the 1st one, close quotation comes first before the period but in the 2nd one, period comes first.

Punctuation marks are always outside quotation marks. Hence, the period comes first before the closed quotation.
