well some people make their own. Claires is also a great accesories store that isn't too expensive, nordstrom has some but aren't that colorful but any store probably has some colorful jewelery

where do they buy it? well if that is what you mean they buy it at target, forever 21, claire's, macy's, nordstrom, etc.
