Here is a scene from the movie that I remember:
The main character is an agent and he is on a bus that has a time bomb on it.
There are passengers on the bus, but he can't get them off the bus because the person who put the bomb on the bus is watching and he would blow up the bus if he sees anyone get off the bus.
Another conflict is that the bus can't go under the speed of 50mph. (I think). If it does, then the bomb would go off.
I think it's a pretty old movie. Maybe made between 1997-2002? im not sure though.

Of course everyone is right about the "pretty old" movie you're looking for.
You might find a much better bomb-on-bus movie if you were to revise your notion of a "pretty old" movie to Hitchcock's 1936 Sabotage, made on a far smaller budget with far greater ingenuity.
