Need help with pokemon ruby.?

I was just wondering what the point of the rocket launch center in mossdeep was. i heard there you can get deoxis or something. also i was wondering if i could have any recomendations on catching the regi pokemon. NOT HOW TO FIND THEM. just battle strategy.

Assuming you want to catch the Regi- pokemon, just put them to sleep. They're rather weak, so they're easy to beat. Once their hp is in the red, throw a ball.

Another way, which is what I used, is to draw out the battle as long as possible. The timer ball is a great ball that increases in catch rate for every few turns taken in battle. After 20 or so turns, they should be easy to catch, provided they're asleep. In my opinion, the best way to put them to sleep is to use Relicanth's Yawn attack, cause it always works. Other methods seem to fail a lot.

And about the rocket launch place, I don't see any use for it.

the deoxis thing is this:
there are three stars in the game(as I heard of)

One, collect all pokemon (I can't remember if its national or regional pokedex)

Two, defeat the pokemon league 7 times

Three, I'm not sure about this but you must win all the pokemon contests (I only won cool contest)

Once you have that 3 stars, go to the rocket station, then you can see deoxis and jirachi

what I do to catch all pokemon is teach a pokemon false swipe, no matter what the opponint still has at least onne hip left with this move, the once you get the opponent to one HP use an appropriate ball to catch it (in the regi and deoxis case an ultraball)
