A kiss is cheating. If they were an ex at the time of the kiss and they were in another relationship it's still cheating.

Yes, a kiss is cheating and if it's with an Ex, especially an ex you told your current bf/gf/husband or wife that you were over, then it's even worse than picking up and having sex with a total stranger as it means that everything you've ever said is potentially a lie.

What sort of kiss?
If they do not hate each other or still remain friends, some intimacy may carry forward (in a reduced form) and it might seem quite normal for them to kiss hello and goodbye, simply because it is more normal for them to do so than not to do so. If one deliberately avoids this kiss it upsets the balance between them (possibly for no good reason).
If it is an intimate kiss with anyone but you) the kind that conveys passion and desire then this is moving towards a form of cheating and certain boundaries should not be crossed.

Lying can be omission or comission, what you dont say as much as what you do say. The UCMJ definition is very good: "speaking with the intent to deceive".
Three questions:
1. what did you intend in your heart when you kissed?
2. what did your ex understand you to be communicating?
3. what would your spouse have felt if he/she were there?
If you were trying to experience an intimacy with someone that should only belong to your spouse, then you have a problem, even if you just shook a hand, or just said "hi".
So what was going through your head and heart?

A quick peck is not cheating.. friends kiss a lot, on cheeks, etc... a tongue kiss is cheating..
However it depends on who you talk to... I mean some people have different rules in their relationships. I think you need to go over the rules with your significant other..

cheating is anytime there is lust or emotional feelings when you are with someone else. a kiss in my opinion is cheating, and with an ex is even worst because if you still feel that strongly why are you tying me into the mix.

Apparently, you kissed someone other than the person you are with. So, if you have....YES!!! And, by the way, it doesn't matter who it was with. You were unfaithful and disloyal....period. You want to kiss someone else....then you need to sever the ties with the one you are with. PUT YOURSELF IN THE OTHER PERSON'S SHOES. You obviously having done that or else you wouldn't be asking this question.
