At the top of the cycling road, there's a bush that can be cut to the right of the building (near where Snorlax was sleeping). Cut the bush, walk into the side of the building and you will enter the back of the building. Pass through and enter the house that you find. Talk to the person and you will recieve the HM that teaches Fly.

go to celadon city and head right until you see the route where the snorlax is/was (depending on whether you encountered it or not). there should be a bush that you can cut. cut through it and walk up and head left and go through the hall. when youre on the other side, go into the house and talk to the girl (i think, cuz the last time i played was few years ago). she should give you fly.

you find it by using CUT on a tree "going in cycleing road" then go to the TOP of building enterence when you pass there will be a small house talk to the girl there she will give you it (if my instructions did (and probroly did( IM me in bigblackguy890@hotmail.com(i am not black(MSN can now talk with yahoo messanger))))) copy that?
