To get access to the VSR's (Vital Statistics Reports), you don't need individual birth or death certificate data, just the overall mortality and natality records for Cobb County itself. This can be found on the top of the two links below.
For more extensive searches of statistical data within Georgia and its constituent parts, use the Galileo Virtual Library run by the University of Georgia (bottom of the two links). This contains databases and links to just about every Georgia stat. you could possibly need.
