Because they are underpaid, overworked, and have a monopoly on the system. There is no incentive for them to focus on customer service because you can't go somewhere else where they offer better service.
Every other government institution is the same way. The post office is trying to get better because they compete with UPS, DHL, and FedEx, but when you stand in line at the office they are just as bad as the DMV.

I don't' seem to have that problem myself. I have always found them friendly and helpful. Try smiling at them and talking in a pleasant voice. If you are friendly they will usually be the same with you.
I guess we all have our bad days, but a little sunshine might just brighten up their day too.

well your right about that part of it ,but think of it like this they have to put up with people like us all day long and we wonder why once in a while they are like this,if i was one of them i doubt that i would make it through half a day with out being an ******,they have a crappy job,and there the most under payed ones probably in city government,that why there like this ,good luck .
