I would recommend joining a local Master's program. Although it helps to already know how to swim, most coaches will be able to teach you more. The only drawback for your brother is that there are all ages. Anyone over 18 can join. So there are ages from 18-90. It is a great time, there are even meets that people can go to. It is not as intense as most USA swimming teams (club), but it's perfect for people that love to swim and want to have a team to practice with. All levels are welcome too. I'd ask him to look into a local team. Hope this helps him out!

There are local club teams that have programs that are mainly for high school kids, but as long as they are part of the US swimming association, then he can swim with them and compete.

masters swimming has all age levels above 19, so he could swim with people his age

He could do surf lifesaving and stay in that team until he also retires.
