Men shaving their armpits is not yet a widespread thing : so maybe your friend doesn't feel comfortable doing so, ever thought of that? (Does he play team sports? Then I can even more understand if the above would be his reason for not "listening to you")

When do they ever listen? I've never known them to. We shave everything (and I do mean everything) for them. After 3 months I finally got my man to shave. Asking didn't work for me so finally I stopped shaveing and told him I would shave when he shaved. 10 days later.......He shaved!
