Dust devils are created over land during the heat of the day from the surface and make there way upwards, while a tornado is formed from the base of a thunderstorm (cumulonimbus cloud) or towering cumulus cloud and sometimes make their way down to the surface. Dust devils are usually weak in nature, but larger ones can do the same damage as a weak tornado.

Tornado forms as a downdraft from already existing thunder cloud whereas dust devils form as an updraft from an excessively heated surface. There will be a sharp differance of temperature between the surface and the air immediately above it.
The duration of dust devil will be very small when compared to tornados.
The tornados are stronger and bigger than dust devils.
Dust devils mainly contain dust and sands whereas tornados may contain water also.
The process of formation is completely different for both eventhough both have vortex.

A tornado is huge and ugly. A dust devil usually lasts only a very short time, appears "out of nowhere" and disappears in a few second or minutes, and doesn't pick up very much more than sand, dust or leaves.

A dust devil is created when the surface winds are pushed up and these happen during cloudless days.

A tornado is created when upper level winds collide and are forced down in a downdraft during thunderstorms.

Both are vorticies but are different in they way and where they are formed.
