The answers you got were correct. The question was wrong. By 1942 it was very far advanced (killing of Jews, Catholics and Gypsies) Heinrich Himmler came up with nothing. It was originally espoused by Julius Streicher in his hate mongering newspapers in the 20's and 30's. He merged his hate party with Hitler in 1922 and began the Nazi party and their reign of terror after Hitler got out of prison.
