All presidents have been effective to one degree or another. I think that his handling of the XYZ affair, the Alien and Sedition acts, and his refusal to declare war were appropriate for the time. The United States was a very young nation at that time with a weak military. There was little federal revenue and the country's small population was spread over a huge area. All things considered, Adams did a fine job.

Yes I think so, he was effective as any president and to compare him to others is unfair, different times call for different answers. .
