Promotions are generally granted for a variety of reasons - professional qualifications (degrees, certifications, licenses) aren't all they look for. Personality, communication abilities, leadership skills, experience - there are many factors involved in the decision process.

The experience in terms of years of service is a misnormer. For e xample, one person walks 100 m in 2 minute and other walks 100 m in 2 hours does not mean that the second one is more experienced.
Secondly, the qualifications and experience tells what you could do if you wanted. There are people with qualifications and experience who are lazy or do not have wisdom.
Thirdly and most important is your capability of taking up higher post. For example if your are a very good junior engineer and based on your past performance the company promotes you as a senior engineer, without considering whether you possess those qualities. Then the company will lose a good junior engineer and get a bad senior engineer.
Other criteria are halo effect that is some people appear more smart and apparantly doing everything important They stand greater chances of promotion.

It is not always that professional qualifications and experience gets you promotion. There are many other factors at work for promotion.
In an organisation where professional qualification and expereince are respected, the same becomes criterion for promotion. Initially in every job the professional qualification and experience counts because people are judged based on that only. Initially it is not known what will be the performance of the person in a given job. So professional qualification and
experience is given weightage.
In any organisation if a person has consistently performed well but does not have professional qualification or experience, he gets promotion based on his performance.
In political or governmental organisation, many a times performance , qualification and experience all of them do not work for promotion. Here the most cunning person who creates space for himself gets promotion as he upstages the most qualified and experienced and performers, through his cunning and cultivating qualities. Here the professional qualification does not work but other qualification (sic) works.
And last but not the least many a times luck of the person concerned also gets him promotion.
So it is amalgam of many facets and circumstances that are responsible for promotions.

Aside from professional qualification and experience one needs to use "politics" inside the workplace like camaraderie, enthusiasm with the job, creativity , become an asset as drawing clients to the company, continuous self improvement.

it's not your credential or your time in the job that gets it for you. it's your PERFORMANCE. qualifications are just one thing. time doing the job is another. HOW EXTREMELY WELL you did it makes the real difference. checking the boxes is not enough. you have to produce.
