God: I know I am supposed to be perfect, but the world that I knew was going to be created turned out to be a total disaster so I destroyed it...but I wont do it again..heres a little rainbow to prove it.

personally, i would want a signed and notarized doccument stating that he/she would never again flood the earth for any reason.

Don't be an idiot. God gives people signs all the time, so why can't a rainbow be one?
He didn't ruin the world, man did. He gave us the freedom to choose, and we chose to cheat to be more like him instead of trust in him. Sin and evil is to blame, not God.
