...so that all students (1-12grades) were taught the "basics" in the same manner? Would this be better than spending money on famine relief or wars - because knowledge is the best way to cure hate, poverty and disease? Any thoughts?

No! I know many knowledgeable people and their ability to hate something, someone, has no reflection on there educational background within the system.
