I am doing a science project and I have an idea of what it means but I am presenting it and I need to make sure that I know exactly what it means.

It means that when you add up all the charges together, it comes out negative.

When the charges of whatever system you are talking about are 'added-up' you will have a greater amount of negative charges than positive charges.

Say you have a system with two particles in it. One particle has a -2 charge and the other has a +1 charge. When combined, the system would have a "net charge" of -1.
