How do I enable cookies on my computer?

I ahve tried going to internet options and then security tab but i don't see nothing telling me to select or enable cookies. Can I go back to where I brought the computer for the people there to fix it for me. and how d would i know if a virus is on my computer? trying to save points, by askin g 2 questions at 1unce
